Elion, which was established in 1993, is the leading telecommunications operator in Estonia. The company was earlier known as Eesti Telefon, and it was later restructured in 1999. On 1 July 2003, Eesti Telefon was renamed Elion Enterprises Limited. The company is a part of the AS Eesti Telekom group and is currently the market leader in fixed network calls, broadband services and data communications solutions.
On 30 Dec 2004, Elion purchased Viru Net OU, a leading Estonian regional ISP. This EUR 320,000 acquisition reinforced the market position of Elion in North East Estonia and consolidated the Estonian Internet market. In October 2005, the company also acquired a 96 percent stake in Microlink, jointly with Lattelekom SIA and Lietuvos Telekomas. Microlink provided software development, infrastructural and financial solutions. The company initially conducted various trials before finally deploying a fibre network in 2002 to some 150 business in the city of Tallin. Since then, deployment has progressed beyond Tallin and now includes also a residential service - Triple Play - first introduced in June 2005.

Transport Network
Alcatel’s ‘Alcatel 7340 FTTU’ uses a single fibre to connect the optical line terminal (OLT) in the central office to the optical network terminals at the customer site. Each fibre from the OLT can be shared by a maximum of 32 subscribers.

Service launch
The company conducted various trials before finally deploying a fibre network. In 2002, the company set up a CityNet network based on a Metro GEth WAN, with up to 100 Mbps access to the Internet and LAN2LAN services. The CityNet network connected approximately 150 business houses in Tallin and other major cities.
Network expansion
It expanded its network in 2003 based on GEth WAN in all institutions, schools and bigger kindergardens in the cities of Tallinn, Tartu and Viljandi. In the same year, it also connected the villages by offering up to 1 Gbps access to the internet and LAN2LAN services.
ALcatel
Elion partnered with Alcatel to deploy ‘Alcatel 7340 FTTU’ over its fibre-to-the-user network. Deploying Alcatel 7340 FTTU solutions enabled the company to conduct field trials for launching triple play services over its FTTU network.
FTTU trials
In March 2005, the company started conducting Fibre-to-the-user (FTTU) field trials in Merirahu, a greenfield site near Tallinn in partnership with Alcatel.
Triple play launch
In June 2005, Elion launched its triple play services by deploying Alcatel’s FTTU solution ‘Alcatel 7340 FTTU’ over its fibre network.
Digi TV
Elion launched its IPTV service 'Digi TV' in April 2006. The operator currently offers 40 popular TV channels and also planned to expand its channel portfolio from mid 2006. It also planned to introduce its Video-on-demand (VOD) services by the end of 2006.

Russian TV
In October 2006, the operator added a basic Slavic package with six popular Russian TV channels and 47 digital radio stations to DigiTV.
Eesti Post
In 2004, Elion signed an agreement with EestiPost to develop a corporate network for the company. The network connected 42 major sites of post-offices and provides high-speed Internet, data protection firewall and other services.
Columbus IT partner
In October 2004, the company signed an agreement with Columbus IT partner to jointly provide ERP(Enterprise resource planning) solutions. Elion took care of the IT infrastructure and hardware requirements while Columbus IT partner provided software solutions.
