Comstar-United TeleSystems (Comstar-UTS) was the leading provider of integrated telecommunication solutions in Russia and the CIS. Comstar-UTS Group comprises Moscow City Telephone Network (MGTS), a leader in Moscow's fixed communications market, and STREAM-TV, a leading provider of cable TV and Internet services in the regions of Russia. By Q110, Comstar was the leader in the broadband market in Moscow where it had a 32 per cent share.

In October 2009, the leading Russian mobile operator MTS acquired a 51 per cent stake in Comstar from Sistema. In December 2010, the two operators merged. Since Q111, all broadband services are marketed via the MTS website. From 1 April 2011, Comstar-UTS terminated its activities as a legal entity.
