Netschap (then CasaNet) was established as a joint venture between the Housing Co-operatives Domijn and De Woo Plaats, the Project Development Organisation Roombeck and the local authorities in Enschede. The company was set up in November 2003 as a result of the District Enschede Project which seeks to redevelop parts of the city. KPN entered into a joint venture with CasaNet to advance the local fibre-optic network.

In September 2009, CasaNet was renamed Netschap. Netschap, a non-profit organisation, offers Internet, TV and telephony services over FTTH in Enschede in partnership with a number of commercial service providers. The first of them was Concepts ICT Fiber & Wireless Ltd., a division of Concepts ICT and an ISP in the Netherlands.
