PRIMO is 75 per cent owned by Telekom Slovenia since October 2007. It was formed through the merger of four telecommunication companies.

The process began with the acquisition of Albania Online in 2007. In March 2008, PRIMO also bought all shares in Albanian Fiber Backbone, the first private company and a leader in the data transfer sector with its own fibre network. Next PRIMO acquired 100 per cent of H-Communications (Hermes), a fixed telephony and Internet service provider. All three purchased companies were merged into PRIMO in 2009. Thus, from April 2009, the official name of the company is Primo Communications Sh.pk.

Apart from broadband, PRIMO offers PSTN fixed telephony services and VoIP under the PRIMO Phone brand. PRIMO is the largest alternative fixed telephony operator in Albania.
