Founded in November 2001, Rostelecom - North-West (formerly North West Telecom) provides a wide range of telecommunication services in the territory of the North-Western federal district of Russia which is 1.7 million sq. km. with a population of 13.5 million.

The operator serves ten administrative areas. These are Arkhangelsk, Kaliningrad, Karelia, Komi, St-Petersburg, Murmansk, Novgorod, Pskov, St. Petersburg and Vologda. It provides broadband ADSL services under the brand Avangard.

In June 2010, the shareholders of Northwest Telecom approved its merger with the long-distance operator Rostelecom. Northwest Telecom became a part of Rostelecom from 1 April 2011 and now operates as its regional branch, Rostelecom Northwest.
